Thanks for your feedback. The issue happens with all user accounts on the pc. I never get logged in because it always says that the password is bad and I know the passwords I'm entering are correct. I tried this from both win 8. I'll check out the article and see if it will fix the issue next week when I'm back at the customer's location. I do know that a home group will fix the issue because I have non-windoze machines that are supposed to access this share.

There are 3 parts to creating a shared folder Share properties like max users, offline cache please turn this off for your case 2. If it's a small group of users, you could create local accounts for them on the machine, create a group, and give that group access to only that one folder. If it's a web server in a DMZ, maybe setting up a web front end would be better so you can better security than "Everyone has access to do whatever to these files".
